		<description>Agreed!  I have been so wrapped up in OBA that I haven&#039;t had the pleasure in reading your blog the past few months.  It is always a pleasure, Christiaan.  However, your latest has evoked memories I do not wish to to remember with such detail.  In the past two decades the Waiver has been nothing but an expensive rollercoaster ride with a few stops to play a game or two of Ping Pong.  It has been a vexatious period for many!</description>

It is also subject to respondant bias, as well as bias of the interviewer.  These issues can create great error in the OBA.  But perhaps you are right, if state sat down with stake-holders, these issues may be resolved...maybe.
